Develop, implement and administer all project controls and tracking processes: Cost, Schedule ( Primavera P6 and MSP software SME ), Quality, Risk, Resource Management, Issues/Action Items, Vendor Invoices, Internal Procurement, Expediting, Scope Development ( WBS ) and Change Control, Project Status Earned Value Management, Tracking and Reporting.

NAES Sandy Creek Unit 1 Power Plant Outage Project (Riesel, Tx.)

Contract Project Scheduler using Primavera P6 and Microsoft Project 2010 scheduling software.

Responsible for the NAES Outage Schedule development, tracking and resource management. Under contract with PCSE, Inc.

 

December 2011 to Sept 2013

New Parkland Hospital Project – Community Healthcare Partners Mechanical Contractor Project Scheduler (3 days per week) using Primavera P6 software. Responsible for the Mechanical subcontractor schedules and resource management. Under contract with QN Management Solutions, LLC.

 

August 2010 to Nov 2011 (Part Time As Required)

APEX Cost, Inc.-Dallas, Tx. (Part Time) Project Master Scheduler for DOT Bureau of Engraving Ft. Worth Facility Roller Recovery Room remodel Project, using Microsoft Project 2007 scheduling software.

Luminant (TXU Power) – Dallas, Tx., - Under contract with PCSE, Inc.

Manage the Sandow 4 SCR/ACI Environmental Retrofit Installation Project Master Schedule, interfacing with multiple Engineering Organizations, Vendors, Construction Contractors and Plant Operations. Responsible for scheduling the 55 day Unit 4 Overall Outage Master Schedule. Reporting directly to the VP of Construction.

 

Schedule System Wide Environmental Retrofit Projects Initiative: – (9) existing lignite fired power plants: Engineering, Procurement, Construction and Startup/Testing on projects to retrofit (4) SCR’s, (5) SNCR’s - (NOx Reduction), and (9) ACI - (Mercury Reduction) Projects, and (2) Boiler Burner Modification projects.

 

Contractor Position: Project Controls Specialist: responsible for tracking and reporting schedule progress, baseline variances and forecasts to complete, utilizing Primavera P3 and P6 scheduling software.

 

Jan 2008 to Aug 2008:

APEX Cost Consulting – Dallas Tx, -

Part time Contractor position providing project management services on the Trinity River Vision Authority Project, Ft. Worth, Tx., for Freeze and Nichols, Inc., utilizing Primavera P6.1 scheduling software. Help develop and maintain the TRVA Project Master Schedule and Interface with the Cost Model.

 

March 2006 to March 2007:

TXU Power – Dallas, Tx., -

Oak Grove Unit 1 and 2 (1,720 MW) lignite fired power plant Engineering, Procurement and Construction project, including a Make-Up Water Pump Station and 14 mile pipeline construction project.

Contractor Position: Project Controls Specialist: responsible for tracking and reporting all scope, cost and schedule baseline variances and forecasts to complete, utilizing Primavera P3 and P5 Enterprise scheduling software. Also responsible for tracking and processing of all major project invoices from receipt to payment.

 

March 2005 to March 2006:

Texas Instruments RFAB1 Wafer Facility in Richardson, Texas:

Contracted through Orcas Project Controls as Master Scheduler for Air Liquide Bulk Gas, Chemicals/Slurry and Specialty Gases supply systems projects. Utilization of Primavera Project Planner ( 3500+ activities ) to provide an integrated EPC, Start-up and Commissioning - Master Schedule for Air Liquide and seven construction subcontractors. Provide weekly and monthly schedule updates to Air Liquide and Texas Instruments management.

Also responsible for tracking each subcontractor’s man hours: actual and forecast, percent complete and Earned Value ( CPI and SPI ).

 

Jan 2004 to Jan 2005:

USACE ( U.S. Army Corp of Engineers, Fort Worth Texas )

Contracted through Data Conversions, Inc. : for implementation of USACE’s Enterprise Project Management System ( P2 ), and projects schedule data conversion. Utilization of

Primavera Enterprise Project Management software P3e ( Project Manager ) / Primavision / interfacing with Oracle Projects financial management system,

and tracking using Access database.

 

May 2002 to May 9, 2003:

EXELON Power, contracted through Onsite Energy Services:

Project Controls Manager / Coordinator on the NOx Reduction/Compliance Retrofit Programs. Providing overall Project coordination between Engineering/Procurement/Construction/Startup and Testing organizations, including program Cost/Schedule/Quality/Risk/Scope/Procurement/Resource management services on 2 SCR Installation Retrofit Projects and other NOx Reduction Projects. Set up and administer all project controls, process guidelines, and provide integrated scheduling utilizing Primavera P3 Ver. 3.1 and Microsoft Project 2000 software. Provide weekly and monthly Project Progress and Earned Value reports to team members and management.

Projects were concluded on schedule and under budget.

 

May 2001 to May 2002 :

Texas Utilities ( TXU ) Dallas, Tx,  contracted through Fluor Global TRS:

Project Controls Specialist on the TXU - NOx Reduction/Compliance Retrofit Programs. Providing overall Project Controls coordination between Engineering / Procurement / Construction / Startup and Testing organizations, including program Cost/Schedule services on all SCR Installation Retrofit Projects and other NOx Reduction Projects to meet SB7 and SIP NOx emission requirements on 70 TXU electric generating units at 23 plant sites. Utilizing Primavera P3 Ver. 3.1 and Microsoft Project 2000 software.

Projects were concluded on schedule and under budget.

 

July 2000 to April 2001:

Genuity Solutions, Inc. ( Formerly GTE Global Networking-Irving, Tx. )

Manager - Network Construction Scheduling & Controls

Responsible for all Network Construction projects scheduling using Primavera Project Planner ( P3 ) Ver 3.0 and Suretrak Ver. 3.0. Providing cost/schedule services on 400 – 600 Design/Build Construction projects, supervising 3 – 7 Sr. Project Cost/Scheduling engineers. Involved in evaluation, selection, and implementation of an “Enterprise” Project Management Reporting and Tracking System for cost, schedule and resource management.

 

Sept. 1999 to July 2000:

Carlson Design Construct, Inc. - Dallas, Tx.

Chief Scheduler - Contracted to work on the GTE Global Network Infrastructure Program reporting to the GTE Sr. Program Manager. Responsible to plan and coordinate site search/procurement/design/construct/start up and commission activities, using Primavera P3 and Suretrak (Ver. 3.0) Project Management software. Integrate 100 plus design/construct PoP facilities projects within seven regions across the United States, provide weekly schedule updates/analysis and produce executive level reports on project status and resource requirements for GTE and Carlson Management and project participants.

Independent Contractor contracted in October, 1996 to help set up and establish the Property & Claims / Business Development - Program Management Office for major software development projects, following the basic principles of the Project Management Institute Body of Knowledge, using ( Windows NT ) Primavera Concentric Project Management toolset ( P3, Suretrak, & Webster), Microsoft Project ( MSP )/ Workbench and Microsoft Office Applications including  Excel, PowerPoint, Word  and Outlook ( E-mail ) and interfacing with LBMS James Martin Methodologies:

Provide Project cost and schedule analysis using Earned Value techniques.

Provide Project Management Mentoring/Team Building for Project Stakeholders/Managers/Team.

Plan, Develop and update Project Schedules/Estimates and provide executive reports and conduct Program Reviews for USAA Management.

Establish Project Management Procedures for initiation, planning, execution and close out of short term ( less than one year) and multi-year duration projects.

Provide program resource staffing plans using resource driven schedules.

Responsible for total Program Management reporting to the Executive VP.

c. Establish and utilize a Project Control Software Management Information System for keeping track of multi-project/program status.

TXU Electric Dallas, Tx.  ( 23 Years full time employee )

Project Controls Supervisor - Responsible for overseeing Fossil Fuel SES Power Plant construction capital projects , using integrated cost and schedule management systems on Major Multi-project  Engineer/Procure/Construction Projects ( Multi-year, Billion dollar annual Construction Budget ). Responsible for Program/Projects Initiation, Tracking, Control, Project Baselines, and Change Control Processes and Procedures on all fossil ( lignite and gas fired ) Construction Projects. Responsible for oversight of Vendors ( Procurement ), Architect Engineers (Design), General Construction Contractors, Testing and Startup, and Operations systems turnover.

Responsible for interfaces with Company Lawyers, Accounting, Internal Audit, Purchasing/Contracts, Plant Operations and Government Environmental Regulatory Agencies.
